Supporting the Digital Transformation of Quebec Businesses Through the CDAP Initiative
Faced with perception issues and limited adoption, the Canada Digital Adoption Program required a strategic review to optimize its communications, accelerate grant approvals, and expand its reach.

Our team worked on repositioning the program, improving the public understanding of its role, clarifying funding eligibility criteria, and integrating a qualification tool to better guide applicants. Following these changes, the program's impact on Quebec businesses was significantly enhanced.
An Underutilized Program Despite its Potential
The CDAP initiative faced limited awareness and a lack of clarity regarding eligible expenses under the grant. This uncertainty reduced both the volume and quality of applications, ultimately constraining the program’s overall impact.

Repositioning for Better Performances
We conducted a thorough analysis of past initiatives to identify friction points and refine the program’s positioning. The objective was to clarify its mission, clearly define eligible funding components, and optimize communications outreach to businesses and e-commerce advisors.

From Strategy to Action: An Integrated Approach
To bring this vision to life, we:
-> restructured a key section of the website and integrated a self-qualification form in order to improve the quality of pre-inscriptions.
-> developed a targeted, multichannel media plan aligned with specific audience segments.
-> created visuals and content tailored to each platform’s objectives.
-> launched and optimized digital ad campaigns.
-> managed and enhanced social media channels to strengthen organic presence.
This combined approach significantly improved lead quality, expanded communications reach, and maximized the return on advertising investment.

Media Relations and Program Review
In addition to the Federation of Chambers of Commerce of Quebec (FCCQ), our long-standing client, we also supported the SADC+CAE Network, as both entities jointly managed the Federal CDAP program in Quebec. We further led communications efforts surrounding the 2022–2025 program results, marking the completion of its three-year mandate. To highlight the program’s overall outcomes, our team managed the drafting and distribution of the press release, coordinated spokesperson participation, and conducted media follow-ups.
Overall, our work helped better position the Canada Digital Adoption Program as a strategic lever for the digital transformation of Quebec businesses.
